Kashmir for International Travellers: Srinagar, Gulmarg and Safety

Kashmir is the valley around Srinagar, with houseboats on Dal Lake, Gulmarg 50 km west and the valleys of Pahalgam and Sonamarg, 90 minutes from Delhi by air. The caveat: as of October 2026 the UK Foreign Office advises against all travel to Jammu and Kashmir, which affects insurance.

Short answer: Kashmir is the Himalayan valley around Srinagar, with houseboats on Dal Lake, the ski resort of Gulmarg 50 km west and the river valleys of Pahalgam and Sonamarg. It is reached by a 90-minute flight from Delhi, and Indian visitors come in large numbers from April to October and again for snow in winter. The honest caveat for international travellers: as of October 2026 the UK Foreign Office advises against all travel to Jammu and Kashmir, including Srinagar, Gulmarg and Pahalgam, and most Western governments carry similar advice, which affects travel insurance. Read that section before you decide.

Quick answer (checked 30 October 2026)

  • Advisories: the UK FCDO advises against all travel to the Union Territory of Jammu and Kashmir except Jammu city and flights to it (gov.uk, updated 7 October 2026); check your own government’s page and your insurer before booking.
  • Getting there: Srinagar airport, about 1.5 hours from Delhi by air; by road from Jammu about 270 km and 7–9 hours.
  • The three bases: Srinagar (lake, gardens, old city), Gulmarg (gondola, skiing December–March), Pahalgam (Lidder valley, walks, Betaab valley).
  • Gulmarg Gondola: about ₹800 (US$8.40) for Phase 1 and about ₹1,000 for Phase 2, online booking only through the J&K Cable Car Corporation portal.
  • Best months: April–June for flowers and mild days, September–October for clear skies, January–February for snow.
  • Our packages (Indian-market, per person, off-season band): Stunning Kashmir ₹28,500 and Snowclad Kashmir Superior ₹32,500; international quotes on request.

Is Kashmir safe for international travellers right now?

This is the question to settle first, and the answer has two parts.

What the governments say. The UK Foreign, Commonwealth and Development Office “advises against all travel to the Union Territory of Jammu and Kashmir (including Pahalgam, Gulmarg, Sonamarg, the city of Srinagar and the Jammu–Srinagar national highway)”, with exceptions only for travel by air to Jammu city and travel within it (gov.uk regional risks page, public update 7 October 2026, checked 30 October 2026). It adds that consular help in the region is severely limited. The United States and Australia have carried comparable “do not travel” wording for Jammu and Kashmir for years, with Ladakh treated separately; check the current State Department and Smartraveller pages for your dates. Ladakh, which is a different Union Territory reached from Leh, is not covered by the Kashmir advice; see our Ladakh guide.

What that means in practice. Most travel insurance policies sold in the UK, Europe, Australia and North America exclude claims from regions where the home government advises against all travel. If you go anyway, you may be uninsured for medical evacuation, cancellation and theft. Our India travel insurance guide explains how to check the exclusions. Some specialist insurers cover advisory regions at a premium.

What we see on the ground. Kashmir receives millions of Indian visitors a year, and tourism in Srinagar, Gulmarg and Pahalgam runs normally most of the time, with a visible security presence and occasional sudden closures. The April 2025 attack on tourists near Pahalgam showed that the risk is not theoretical, and it changed how operators run the valley: fewer remote picnic spots, more check-posts. We will not tell an international guest that the advisories are wrong. We will tell you how the trip works if you accept the trade-off, and we will suggest Ladakh or Himachal if you do not; our Manali vs Kashmir comparison helps with that choice, and our India safety guide covers the wider picture.

How do you get to Kashmir, and what is different at the airport?

Srinagar’s Sheikh ul-Alam airport has nonstop flights from Delhi (about 1 hour 30 minutes) on IndiGo, Air India and others, plus services from Mumbai, Jammu and Chandigarh. It is a military-shared airport: expect bag screening before you enter the terminal, no visitors inside, and a request to be there 2–3 hours before departure. On arrival, foreign nationals complete a registration form at the airport counter and your hotel or houseboat files a C-form, as everywhere in India.

By road, Jammu to Srinagar is about 270 km on NH-44 through the Banihal tunnels, 7–9 hours depending on traffic and landslides, with a railway now running from Jammu into the valley on some services; check what is operating for your dates. Prepaid mobile SIMs from other Indian states have historically had restrictions in Jammu and Kashmir; a postpaid SIM or an eSIM from an international provider is safer, and our SIM card guide covers the options. Dollar figures here use roughly ₹95 to the US dollar (October 2026).

What do you do in Srinagar?

  • Stay on a houseboat. The Victorian-era boats moored on Dal and Nigeen lakes are the Kashmir experience. Nigeen is quieter and cleaner; the Dal boats near the Boulevard are closer to town. Book a boat with its own shikara (paddle taxi) and a family that cooks; a good one includes meals.
  • Take a shikara ride at dawn to the floating vegetable market, or at sunset along the Boulevard. An hour is about ₹700–1,000 (US$7–10.50) after a little bargaining.
  • The Mughal gardens: Nishat Bagh and Shalimar Bagh on the lake’s east shore, terraced in the 1620s–30s, and Chashme Shahi above them. Open daily in daylight with a small entry fee; best in April–May for tulips and blossom (the Indira Gandhi tulip garden opens for a few weeks in spring) and October for chinar leaves turning red.
  • The old city: the Jama Masjid of 1402 with its 370 deodar pillars, the Shah Hamdan shrine on the Jhelum, and the wooden bridges and bakeries of downtown. Go with a local guide.
  • Shankaracharya hill for the view over the lake, and Hazratbal mosque on the north shore.
  • Food: wazwan, the multi-course Kashmiri feast, is the thing to try once; rogan josh, gushtaba and the saffron tea called kahwa are everyday. Vegetarians do fine with haak greens and dum aloo.

Gulmarg, Pahalgam and Sonamarg: which to choose?

Base From Srinagar What it is Best for
Gulmarg (2,650 m) About 50 km, 2 h via Tangmarg A meadow ringed by pines with the Gulmarg Gondola to Kongdoori (Phase 1) and Apharwat at about 4,000 m (Phase 2); skiing December–March Skiers, snow, the cable car
Pahalgam (2,100 m) About 90 km, 2.5–3 h A river town on the Lidder with pony trails, Betaab and Aru valleys, trout fishing; base for the Amarnath pilgrimage in July–August Walks, families, quiet
Sonamarg (2,700 m) About 80 km, 2.5 h Meadows under the Thajiwas glacier on the Ladakh road; day trip or one night A glacier walk; the first stop on the drive to Leh (summer only)

The Gulmarg Gondola is the single most popular ticket in the valley. In 2026 Phase 1 to Kongdoori costs about ₹800 and Phase 2 to Apharwat about ₹1,000 (Zoutons guide, 27 August 2026, checked 30 October 2026); tickets are sold online only through the Jammu and Kashmir Cable Car Corporation portal, Phase 2 issues roughly half as many tickets as Phase 1, and wind closes the upper section without notice, so book the earliest morning slot two or three days ahead in season. In winter, Apharwat has lift-served and off-piste skiing that our Gulmarg ski holiday guide covers, including guides, gear hire and avalanche safety.

When is the best time to visit Kashmir?

Kashmir has four real seasons, which is rare in India.

  • March–April: blossom, tulips and cold nights; some snow still at Gulmarg. Rain is common.
  • May–June: the main season: 20–28°C days in Srinagar, meadows green, all roads open. Crowded over Indian school holidays.
  • July–August: warm, some rain, the Amarnath pilgrimage fills Pahalgam and the Sonamarg road.
  • September–October: clear skies, apples and saffron harvests, chinar trees turning; many of our guests’ favourite months. Our note on Kashmir weather in October 2026 has this year’s early snow.
  • November: bare trees and cold, cheap, quiet; Kashmir in November explains what is open.
  • December–February: snow in Gulmarg from late December, Dal Lake sometimes freezing at the edges in January, houseboats with wood stoves. See Kashmir in December and Kashmir in January.

Our full best time to visit Kashmir guide goes month by month.

What does a Kashmir itinerary look like, and what does it cost?

A typical first visit is 6 nights: 2 nights Srinagar (one on a houseboat), 1–2 nights Gulmarg, 2 nights Pahalgam, with Sonamarg as a day trip. Our 6-day Kashmir itinerary lays it out day by day. Internal travel is by private car; Kashmir’s taxi unions restrict outside vehicles at Gulmarg, Pahalgam and Sonamarg, so local jeeps or ponies take you the last stretch to Aru, Betaab or the gondola base, which adds small costs that no package includes.

Our Indian-market packages give a sense of price: Stunning Kashmir is ₹28,500 (about US$300) per person on a Deluxe basis and Snowclad Kashmir Superior is ₹32,500 (US$340), both in the off-season band of 1 November–19 December and 6 January–14 March, with peak dates about 25% more. For international guests we quote separately because hotel categories, guides and insurance needs differ; see Kashmir packages for international travellers. A 20% token confirms a booking, with a full refund if you cancel within 48 hours of paying; international cards are accepted through Razorpay and PayPal. We also work as a Kashmir DMC for overseas agents who need ground handling.

Practical notes for international visitors

  • Documents: carry your passport and visa at all times; check-posts between towns ask for them, and hotels register you.
  • Internet: mobile data has been suspended in the valley during past security events, sometimes for days. Download maps and tickets in advance.
  • Alcohol: available in a few licensed hotels in Srinagar and Gulmarg, not generally elsewhere.
  • Dress: conservative: shoulders and knees covered in town, a head scarf for women at mosques and shrines. Our dress guide has the specifics.
  • Altitude: Gulmarg’s Apharwat is about 4,000 m; take Phase 2 slowly and come down if you feel unwell. Our altitude sickness guide explains the symptoms.
  • Tipping: houseboat staff and drivers expect something at the end; see our tipping guide.

Frequently asked questions

Is Kashmir safe for foreign tourists in 2026?

Governments say no: the UK FCDO advises against all travel to Jammu and Kashmir including Srinagar, Gulmarg and Pahalgam (updated 7 October 2026), and the US and Australia carry similar advice. Tourism runs most of the time with heavy security, but that advice usually voids standard travel insurance. Decide with your insurer, or choose Ladakh or Himachal instead.

How do you get to Srinagar from Delhi?

Fly. Nonstop flights take about 1 hour 30 minutes on IndiGo, Air India and others, several times a day. Srinagar is a military-shared airport with extra screening, so arrive 2–3 hours before departure. The road from Jammu is about 270 km and 7–9 hours through the Banihal tunnels, and is closed by landslides at times.

How much does the Gulmarg Gondola cost?

In 2026 Phase 1 from Gulmarg to Kongdoori is about ₹800 (US$8.40) and Phase 2 from Kongdoori to Apharwat about ₹1,000. Tickets are sold online only through the Jammu and Kashmir Cable Car Corporation portal, Phase 2 has far fewer slots, and wind closes it without notice. Book the earliest morning slot two or three days ahead in season.

Is a houseboat in Srinagar worth it?

Yes, for one or two nights. Choose a boat on Nigeen Lake for quiet or near the Boulevard on Dal Lake for access to town, and pick one run by a family that cooks and includes a shikara. Ask about heating in winter and about the bathroom before you book, because the range from basic to luxurious is wide.

When is the best time to visit Kashmir?

May–June for green meadows and mild days, September–October for clear skies and autumn colour, and late December to February for snow and skiing at Gulmarg. April has tulips and blossom but rain. July–August is warm with pilgrim crowds at Pahalgam, and November is cold and bare but cheap and quiet.

What does a Kashmir trip cost?

Our Indian-market packages run from ₹28,500 (about US$300) per person for Stunning Kashmir to ₹32,500 for Snowclad Kashmir Superior, Deluxe basis, in the off-season band, with peak dates about 25% more. International quotes are separate because hotel grades, guides and insurance needs differ. A 20% token confirms a booking, with a full refund within 48 hours of paying.
