Is Kashmir Safe to Visit in 2026? What’s Open, Advisories and Practical Safety Tips

Updated: November 2026

Short answer: Kashmir’s main tourist circuit is open and receiving visitors in November 2026: Srinagar, Gulmarg, Sonmarg, Pahalgam town with Betaab and Aru valleys, Doodhpathri and Yusmarg. Security is visibly heavier than before 2025, and most of the spots closed after the April 2025 attack have reopened in phases. Baisaran meadow near Pahalgam is still closed. The Indian government does not restrict domestic tourists, but the UK, US and Australian governments advise their citizens against travel to Jammu and Kashmir. No place is risk-free: plan around open spots, follow local advisories and keep your plans flexible.

Quick answer: Kashmir safety in November 2026

  • Open: Srinagar, Gulmarg, Sonmarg (incl. Thajiwas Glacier), Pahalgam town, Betaab, Aru, Chandanwari, Doodhpathri, Yusmarg, Tulip Garden in season.
  • Closed: Baisaran meadow; Aharbal waterfall and Bangus valley had not reopened in our latest sources (mid-2026).
  • Visitors: J&K recorded 1,77,65,390 tourist visits in 2025, including 36,410 foreigners (J&K Tourism Department, February 2026).
  • Foreign advisories: UK FCDO advises against all travel to J&K except Jammu city; US: Level 4, Do Not Travel (except Ladakh); Australia: Do not travel.
  • Phones: carry a postpaid SIM; prepaid connections from other states generally don’t work in J&K.
  • Biggest everyday risks: winter roads, snow, cold and flight delays, not crime.

What happened in 2025, and what has changed since?

On 22 April 2025, 26 people, most of them tourists, were killed in an attack at Baisaran meadow above Pahalgam. Within days the administration temporarily closed about 48 of the Valley’s 87 listed tourist destinations, including meadows, trekking trails and some parks.

Since then, spots have reopened in phases after security reviews:

Date What reopened Examples
14 June 2025 16 spots Betaab Valley, Pahalgam parks, Verinag, Kokernag and Achabal gardens, Badamwari in Srinagar
29 September 2025 12 spots Aru Valley, Yanner rafting point, Padshahi Park, Kaman Post
16 February 2026 14 spots Doodhpathri, Yusmarg, Thajiwas Glacier, Wular-Watlab, Tulip Garden, Hung Park
By June 2026 Seasonal Chandanwari (vehicles to Lower Chandanwari), Gurez for the summer season

By February 2026, 42 of the closed spots had reopened. In April 2026 the authorities launched a QR-code identity system for pony operators, vendors, photographers and other tourism workers in Pahalgam, linking each worker to the local police station, and stepped up patrols and checkpoints around tourist areas. In July 2026 The Wire reported that nearly 30 destinations across J&K were still shut without an official explanation, so not everything is back.

Are tourists still going to Kashmir?

Yes. In a reply in the Legislative Assembly on 7 February 2026, the J&K Tourism Department said the Union Territory recorded 1,77,65,390 tourist visits in 2025, of which 36,410 were foreign tourists. That figure covers both the Jammu and Kashmir divisions, so it includes pilgrim traffic, not only the Valley.

Pahalgam recovered more slowly. Officials quoted in April 2026 put its 2025 visitors at about four lakh, against the usual 12–15 lakh. In practice that means fewer crowds at Betaab and Aru, easier hotel availability, and local businesses keen to see visitors back.

Is Kashmir safe for foreign tourists?

Foreign governments are more cautious than Indian authorities, and you should read your own government’s advice before booking. As published in early November 2026:

Government Advice for Jammu and Kashmir
United Kingdom (FCDO) Advises against all travel to the Union Territory of J&K, naming Pahalgam, Gulmarg, Sonamarg, Srinagar and the Jammu–Srinagar highway; exceptions are flying to and from Jammu and travel within Jammu city. Page last updated 30 October 2026.
United States (State Department) India overall: exercise increased caution. J&K: Level 4, Do Not Travel, except the eastern Ladakh region and Leh.
Australia (Smartraveller) India overall: exercise a high degree of caution. J&K: Do not travel.

The FCDO warns that travel insurance can be invalidated if you travel against its advice, so check your policy before you go. Some foreigners still visit (36,410 in 2025), and foreign nationals are not allowed in certain areas near the Line of Control. If you do travel, register your trip with your embassy where that service exists. Our Kashmir guide for international travellers covers visas, flights and what a trip looks like.

How can you keep a Kashmir trip safe and smooth?

  • Stick to open spots. Don’t go beyond police checkpoints or into closed meadows, even if someone offers to take you.
  • Use registered operators. In Pahalgam, tourism workers now carry police-linked QR identity cards; use union taxis and registered pony operators at posted rates.
  • Carry original ID for every adult (Aadhaar, passport, voter ID or driving licence); checkpoints and hotels ask for it.
  • Phone: bring a postpaid connection. Prepaid SIMs from other states generally don’t work in J&K; a local prepaid SIM needs in-person ID verification at an operator store.
  • Follow advisories: J&K Tourism, district administrations and the J&K Traffic Police issue updates; your driver and hotel usually know the day’s position.
  • Avoid crowds and protests, and keep a low profile around security installations; don’t photograph them.
  • Keep emergency numbers: 112 is India’s all-in-one emergency number. Save your hotel’s and driver’s numbers too.
  • Share your plan with family, and keep a copy of your ID and bookings offline.

Is Kashmir safe in winter?

For most travellers, winter’s real risks are weather, not security. Gulmarg’s January nights average around −7.7°C, the Jammu–Srinagar highway can shut after heavy snow or landslides, and Srinagar flights are delayed or cancelled on bad-visibility days. Plan a buffer day, avoid the last flight out, and use snow-chain taxis on the Tangmarg–Gulmarg road when required. Read Kashmir snowfall and Kashmir in December before a winter trip.

Is Kashmir safe for families, women and solo travellers?

Families and couples travel the Srinagar–Gulmarg–Pahalgam circuit in large numbers, and it suits first-timers. Women and solo travellers should take the usual care: book registered stays, use pre-arranged transport after dark, dress modestly in the old city and at shrines, and keep someone updated on your plans. We also run a women-only Kashmir tour. For general India tips, read is India safe for tourists and common tourist scams in India. Booking through an agency? See how to check a Kashmir tour operator.

How does Suzu Travels plan Kashmir trips?

  • We build itineraries only around spots that are open for your travel dates, and leave Baisaran out.
  • Before each long drive, especially Jammu–Srinagar, we confirm the start time the evening before, because traffic advisories and one-way rules can change it.
  • In Pahalgam and Sonmarg we use local union vehicles for the valleys, as the local rules require.
  • In winter we suggest keeping a spare half-day for gondola closures, snow or flight delays.
  • If a road or spot closes during your trip, we help you re-plan the day rather than push ahead.

We can’t promise that nothing will change, and nobody honestly can. What we can do is plan carefully, keep you informed and adjust. Our 6-day Kashmir tour starts from ₹16,999 per person on twin sharing (off-season); see more on best Kashmir tour packages.

What this means for your trip

If you are an Indian traveller, Kashmir’s main places are open and visitors are back; plan Srinagar, Gulmarg, Sonmarg and Pahalgam’s open valleys, skip closed spots, carry a postpaid SIM and check advisories a few days before you go. If you are a foreign national, weigh your government’s advice and your insurance cover first. In winter, plan for weather, not just sightseeing.
