Short answer: Shimla in November is cool, dry and clear: IMD normals give 15.4 °C days, 7 °C nights and barely one wet day all month. Snow is not expected in town; it usually arrives in late December or January. Views of the high ranges from Kufri, Narkanda and Hatu Peak are at their best, crowds are light outside Diwali week (6–11 November 2026), and hotel rates are in the off-season band. The toy train currently runs only between Dharampur and Shimla, not from Kalka.

Quick answer (checked 23 October 2026)

  • Weather: mean maximum 15.4 °C, mean minimum 7.0 °C, 13.6 mm rain on about one day, no snow in the normals (IMD 1991–2020, Shimla).
  • Snow: not in November. Shimla’s first snow in most recent years came in January or early February; 8 December 2024 was the earliest in decades.
  • Toy train: the Kalka–Dharampur section is shut after track damage near Bridge No. 57 on 29 August 2026; ten trains cancelled till 30 November under the 30 September railway order, with one report of an extension to 31 December. Confirm on NTES before travel.
  • Crowds: quiet, except Diwali on Sunday 8 November 2026 and the Dhanteras to Bhai Dooj weekend around it.
  • Day trips: Kufri (16 km), Naldehra (22 km), Chail (45 km), Narkanda and Hatu Peak (65 km); all roads open.
  • Prices: Shimla Manali ex-Chandigarh 5N/6D from ₹12,499; ex-Delhi from ₹14,499 per person, indicative; off-season band 1 November–19 December.

What is the weather like in Shimla in November?

November is Shimla’s clearest month. The monsoon haze is gone, the winter storms have not started, and the snow line on the Kinnaur peaks shows from the Ridge most mornings. IMD’s 1991–2020 normals for the Shimla observatory give a mean daily maximum of 15.4 °C, a mean minimum of 7.0 °C and 13.6 mm of rainfall over roughly one wet day. Snowfall in the November normals is zero. The first week feels like warm autumn, one layer on the Mall Road; the last week feels like early winter, with frost on the Ridge at dawn and 4–5 °C nights.

Shimla sits at about 2,200 m, 8–10 °C cooler than the plains. Sunset is around 5.20 pm; plan outdoor sightseeing for 8 am to 4 pm.

Does it snow in Shimla in November?

Almost never in town, and you should not plan around it. Shimla’s December normal shows 7 cm of snow, January 42 cm and February 43 cm; November shows none. Over the last fifteen years the first snow has usually come in January or early February. The exception was 8 December 2024, when light snow fell in town for a few hours, which local reports called the earliest December snow since the 1990s. In 2025-26 the first snow of the winter came on 23 January 2026. Kufri and Narkanda sometimes catch a light dusting in late November, but it melts within a day. If snow is the goal, read Shimla in December and plan for late December or later.

What can you do in Shimla town in November?

  • The Ridge and Mall Road: Christ Church, the Gaiety Theatre, the Town Hall and the long promenade. Clear November light is the best of the year for the view north.
  • Jakhu temple: at 2,455 m the highest point in town, with the 33 m Hanuman statue. Walk up the steep path from the Ridge in about 40 minutes or take the ropeway. Keep food and spectacles away from the monkeys.
  • Viceregal Lodge: the Indian Institute of Advanced Study on Observatory Hill. Guided tours of the building and gardens; closed on Mondays. Allow two hours including the walk.
  • Lower Bazaar and Lakkar Bazaar: for Kullu shawls, dry fruit and the wooden toys the town is known for.
  • Heritage walks: the Glen forest, Annandale and the Summer Hill path are dry and pleasant this month.

Which day trips work best in November: Kufri, Narkanda or Chail?

All of them, because every road is open and dry. Pick by how much driving you want.

  • Kufri (16 km, about 2,720 m): the standard half-day. Without snow the attraction is the view from Mahasu Peak, reached by pony or on foot, and the Himalayan Nature Park. Crowded by late morning on weekends; go at 8 am.
  • Naldehra (22 km): the cedar-ringed golf course and a quiet ridge walk. Good for a long lunch stop.
  • Chail (45 km, about 2,250 m): the Chail Palace, the high cricket ground and empty deodar forest. Combine with Kufri as a full-day loop.
  • Narkanda and Hatu Peak (65 km, Narkanda about 2,700 m, Hatu 3,400 m): the best day out of the month. The 8 km road from Narkanda to the Hatu Mata temple is normally open in November and the summit gives a 180-degree line of snow peaks across Kinnaur and Kullu. Leave Shimla by 7.30 am, allow two hours each way, and carry a warm layer for the summit.
  • Tattapani (50 km): hot springs on the Sutlej, 1,000 m lower and warmer.
  • Junga (about 22–25 km): clear November days suit a short tandem flight from Shimla district’s notified site; see our guide to paragliding in Shimla.

Is the Kalka–Shimla toy train running in November 2026?

Only partly. Heavy rain on 29 August 2026 washed away the ground under the track near Bridge No. 57, between Taksal and Gumman in Solan district, leaving a section hanging. Under the railway order of 30 September, ten trains on the UNESCO-listed line are cancelled until 30 November 2026: the up trains 52457, 52451, 52459 and 52455 plus the Up Mixed, and the down trains 52458, 52452, 52460 and 52456 plus the Down Mixed (The Tribune, 1 October 2026). Train 52453 runs only from Dharampur to Shimla, and train 52454 short-terminates at Dharampur, so there is one service each way on the upper section and nothing from Kalka. A railway-news report dated 18 October 2026 says the cancellations have been extended to 31 December; we could not confirm this against an official notice, so check NTES or call 139 before you book.

For a November trip, drive to Dharampur on NH-5, about 45 km above Kalka, and join the train there for the stretch through Barog, Solan and Taradevi, or ride down from Shimla and have a car meet you at Dharampur. Our toy train status post tracks the order and any extension; a Kalka to Shimla taxi covers the gap in under three hours.

How busy and how expensive is Shimla in November?

Quiet, with a Diwali spike. Diwali falls on Sunday 8 November 2026 (Drik Panchang), and the stretch from Dhanteras on Friday 6 November to Bhai Dooj on Wednesday 11 November fills Shimla with Chandigarh, Delhi and Punjab cars. The Mall Road is packed, the Kufri road jams by 10 am and hotels charge festival rates. Outside those six days November is one of the easiest months to visit, with hotels discounting hard. Our off-season band runs from 1 November to 19 December, so the Shimla Manali tour package from Chandigarh (5 nights, 6 days) starts at ₹12,499 per person and the Delhi version at ₹14,499, both indicative and confirmed on quote. Christmas and New Year dates run about 25% higher.

If Diwali is the plan, book by the end of October and see our Diwali holidays in Himachal page. For what hotels, cabs and entry tickets cost in the off season, use the Himachal trip cost guide. To weigh Shimla against other November hill options, see our November destinations guide.

Should you add the Kinnaur apple drive?

If you have three extra days, yes. The Shimla–Narkanda–Rampur–Sangla road is open and dry in November, and the Kinnaur harvest runs later than Kullu’s, so the first half of the month still has late-season apples at stalls between Kingal and Rampur and in the Sangla valley. Chitkul (3,450 m) is cold at night but reachable. Sangla is about 230 km from Shimla, a long day with lunch at Rampur. The full route, with where to stop and what to expect, is in our Sangla valley and Chitkul guide.

How do you reach Shimla in November?

From Delhi: about 350 km via Panipat, Ambala, Chandigarh and Kalka; 7–8 hours by car on NH-44 and NH-5, longer in Diwali-week traffic. HRTC Volvo coaches run day and night from ISBT Kashmere Gate. A Delhi to Shimla taxi lets you break at Pinjore or Dharampur.

From Chandigarh: about 115 km, 3.5–4 hours, through Kalka, Dharampur and Solan on NH-5. Chandigarh airport has the most flights; a Chandigarh to Shimla taxi is the simplest connection.

By train: Shatabdi or other services to Kalka, then road to Dharampur and the toy train from there while the Kalka section is shut. Shimla’s Jubbarhatti airport has no reliable scheduled service. Visitors from abroad can read our Delhi to Shimla guide for foreign visitors, which covers the same options with visa and payment notes.

A four-day Shimla itinerary for November

Day Plan Notes
Day 1 Arrive from Delhi or Chandigarh; toy train from Dharampur if booked. Mall Road, Ridge, Christ Church at dusk. Cars stop at the Lift or the Cart Road; the Mall is pedestrian.
Day 2 Narkanda and Hatu Peak; lunch in Narkanda; back by 5 pm. Leave by 7.30 am. Clearest views before noon.
Day 3 Kufri early, then Chail Palace and cricket ground; return via Kandaghat. Full-day loop of about 100 km.
Day 4 Jakhu temple at opening, Viceregal Lodge tour, Lakkar Bazaar; depart after lunch. Viceregal Lodge closed Mondays; swap with Day 3 if needed.

With three days, drop Chail and do Kufri on the morning of Day 4. With six, continue to Manali via Mandi on the Shimla Manali package; the road is dry and runs on time this month.

What should you pack for Shimla in November?

  • A fleece or light down jacket for mornings, evenings and the Hatu Peak summit; a single layer is enough at midday.
  • Comfortable walking shoes with grip; Shimla is all stairs and slopes.
  • Sunglasses and sunscreen; the altitude sun is strong even at 15 °C.
  • A cap and light gloves for the last ten days of the month.
  • Lip balm and moisturiser; the air is dry.

Off-season hotels usually include a room heater; ask, because 5–7 °C nights are cold in an unheated stone building. A 20% deposit locks your dates and price; full refund if cancelled within 48 hours of paying; balance before the trip; pay by card via Razorpay (international cards accepted) or PayPal.

Frequently asked questions

Is November a good time to visit Shimla?

Yes, for clear mountain views, dry roads and low prices. IMD normals give 15 °C days and 7 °C nights with about one wet day in the month. There is no snow, and the Diwali week of 6–11 November 2026 is crowded, but outside those days Shimla, Kufri and Narkanda are quiet and the Hatu Peak road is open.

Does it snow in Shimla in November?

Not in a normal year. The IMD November normal for Shimla shows no snowfall, and the first snow of recent winters has usually come in January or early February; 8 December 2024 was the earliest in decades. Kufri and Narkanda occasionally see a brief dusting late in the month. Plan for late December or later if snow is the goal.

Is the Kalka–Shimla toy train running in November 2026?

Only between Dharampur and Shimla. The Kalka–Dharampur section is shut after track damage near Bridge No. 57 on 29 August 2026, with ten trains cancelled till 30 November under the 30 September order and one report of an extension to 31 December. Drive to Dharampur and board there; confirm on NTES before travel.

How cold is Shimla at night in November?

The IMD normal minimum is 7 °C, but late-November nights often drop to 4–5 °C and frost forms on the Ridge at dawn. Days are mild at around 15 °C. Pack a fleece or light down jacket and ask your hotel to confirm a room heater, which most include in the off season.

Is Shimla crowded during Diwali 2026?

Yes. Diwali is Sunday 8 November 2026 and the Dhanteras to Bhai Dooj stretch from 6 to 11 November brings heavy traffic from Chandigarh, Delhi and Punjab. Hotels charge festival rates and the Kufri road jams by mid-morning. Book by late October, or travel the week after when the town is quiet again.

How much does a Shimla trip cost in November?

November is in our off-season band of 1 November to 19 December. The Shimla Manali tour package from Chandigarh starts at ₹12,499 per person for 5 nights, and from Delhi at ₹14,499, both indicative and confirmed on quote. Christmas and New Year dates run about 25% higher, so November is good value for the same hotels.
