Short answer: Shimla in December is cold, clear and mostly dry. India Meteorological Department (IMD) normals for 1991–2020 put the average daytime high at about 12°C and the night-time low at about 4°C, with fewer than two rainy days in the whole month. Snow in Shimla town is possible but uncommon in December: the long-term average is just over one snow day and about 7 cm for the month, against roughly four days and 42 cm in January. The dependable December snow is 16–20 km up the road at Kufri, and higher still at Narkanda. The first three weeks of the month are quiet and good value. From about 24 December to 1 January Shimla is packed, with full hotels, peak rates and a sectorised traffic plan.
This guide covers what the weather really does in December, where you are most likely to find snow, what is open, how big the Christmas and New Year rush has been in recent years, and a simple 4-day plan. It is written by our Himachal team and was last checked on 12 October 2026.
Shimla weather in December: the numbers
The table compares IMD’s long-term averages for the Shimla observatory (about 2,200 m) across November, December and January, so you can see where December sits.
| IMD normal (1991–2020) | November | December | January |
|---|---|---|---|
| Average day maximum | 15.4°C | 11.9°C | 9.3°C |
| Average night minimum | 7.0°C | 4.0°C | 1.7°C |
| Record low | −1.2°C | −12.2°C | −10.6°C |
| Average precipitation | 14 mm | 26 mm | 80 mm |
| Average rainy days | 1.0 | 1.9 | 4.6 |
| Average snowfall (1990–2010) | almost none | 7 cm over 1.3 days | 42 cm over 4.2 days |
Two things stand out. First, Shimla is milder than most people expect: the average December night stays above freezing in town, though the record low of −12.2°C (13 December 1963) shows how cold a bad spell can get. Second, December is a dry month. Snow needs a western disturbance to bring moisture, and December gets only a third of January’s precipitation. That is why so many December visitors find crisp blue skies and frosty mornings rather than a white Mall Road.
Week by week
This is what our drivers and coordinators see on the ground in a normal year. It is not a forecast, and any single year can run warmer, colder or wetter.
- 1–10 December: bright days around 12–14°C, cool evenings, very few tourists. Off-season hotel rates. The best time to see Shimla itself without queues.
- 11–23 December: nights drop towards freezing, with frost on cars and shaded lanes in the mornings. The ice rink usually opens in this window if the nights are cold enough. The first western disturbance of winter sometimes arrives now and puts snow on Kufri, Fagu and Narkanda.
- 24–31 December: the coldest stretch of the month and by far the busiest week of the year. Whether you see snow depends on whether a disturbance turns up in time. In 2024 it did; in 2025 it did not before Christmas.
Will it snow in Shimla in December?
Sometimes, but don’t book on it. December snow in Shimla town comes in some years and not others, and when it does come it is often light and gone by the afternoon. The record of the last few winters shows how much it varies:
- 2021, 2022 and 2023: no December snow in Shimla or the places around it, according to the Shimla Hotels and Tourism Stakeholders Association. Christmas footfall fell accordingly.
- December 2024: an unusual year. Shimla had light snow on the evening of 8 December, which the Met Office and long-time residents described as the first early-December snowfall in decades. A second spell on 23 December, two days before Christmas, pushed hotel occupancy from about 10% to 60–70% almost overnight. More snow was forecast for 27–29 December.
- December 2025: snowfall eluded Shimla and Manali in the run-up to Christmas, as news agencies reported on 23 December. The district administration was still expecting a large crowd because of the dry, pleasant weather and smog in the plains.
Height is what changes your odds. Kufri (about 2,600 m, 16–20 km from Shimla) and Fagu nearby are a few hundred metres higher than town and hold snow for longer. Narkanda (about 2,700 m, 63 km from Shimla on NH-5) is colder again and is the most reliable natural snow you can reach in a day trip from Shimla in December. Our Himachal snowfall guide for winter 2026-27 sets out the month-by-month odds across all the hill towns. If seeing snow is the whole point, January and early February are the safer bet.
If snow is a must for children and the weather will not play along, there is a fallback: Snow Kingdom at Kufri is an indoor snow park that runs whatever the weather outside.
What’s open in and around Shimla in December
| Place | December status | What to know |
|---|---|---|
| The Ridge, Mall Road, Lakkar Bazaar | Open | Lit up for Christmas and the Winter Carnival. Very crowded in the evenings from 24 December. |
| Christ Church, Jakhoo Temple | Open | Christ Church on the Ridge is the centre of Christmas Eve in Shimla. Go to Jakhoo early; the path is icy on cold mornings. |
| Viceregal Lodge | Open | Guided tours of the old Viceroy’s residence; best on a weekday morning. |
| Ice skating rink | Weather-dependent | Natural ice, so sessions run only on cold nights. Trials began on 3 December in 2025 and the season opened on 11 December in 2024. Details on our ice skating in Shimla page. |
| Kufri and Fagu | Open | Your likeliest snow in a half-day. See Kufri activities for what runs on snow days. |

| Chail and Mashobra | Open | Quieter bases when Shimla is full over New Year. |
| Kalka–Shimla toy train | Running | The UNESCO-listed narrow-gauge line runs through winter. Book well ahead for 20 December–2 January. |
Christmas, New Year and the Winter Carnival
Since 2023 the Shimla Municipal Corporation has run a Winter Carnival on the Ridge and Mall Road over the Christmas–New Year fortnight: folk dance (including a women’s Maha Nati), a cultural parade of Himachal’s districts, food stalls, live music and lights along the Mall. The 2024 edition ran from 24 December to 2 January, and the carnival was under way again over Christmas 2025. The 2026 dates had not been announced when we wrote this, so check before you fix a date around it. In 2024 the state also allowed restaurants and food shops to stay open round the clock from 23 December to 5 January.
The crowd is the part to plan for. For New Year 2025–26, the Shimla district administration said around 5,000 to 10,000 vehicles a day were entering the town after 24 December, and that this could rise to nearly 20,000 a day between 28 and 31 December. It expected 60,000–70,000 visitors in the town over New Year, with hotel occupancy at 80–90% by 27 December and heading towards 100% across Shimla, Kufri, Narkanda and Chail. The city was split into police sectors with checkpoints at the entrances.
How we handle it for our guests:
- Arrive before the 24th, or after the 1st. The drive up from Chandigarh is 3–4 hours on a normal day and can double on 30–31 December.
- Do Kufri or Narkanda on the morning of a weekday. Leave Shimla by 8 am and you are back before the afternoon jam at Dhalli.
- Stay walkable, or stay out of town. A hotel near the Mall means you never need the car on New Year’s Eve. If the Mall is full, Mashobra, Kufri or Chail are calmer, and we drive you in and out.
- Keep a buffer day. One good snowfall can close NH-5 for a day. A spare day turns that into a slow morning rather than a missed train.
A 4-day December plan from Chandigarh
This is the shape of most December Shimla trips we run. The snow day moves to whichever morning the roads are clearest.
- Day 1: Chandigarh to Shimla. About 115 km, 3–4 hours via the Parwanoo–Solan highway. Check in, then the Ridge and Mall Road at dusk when the lights come on.
- Day 2: Shimla on foot. Jakhoo Temple early, Christ Church, Lakkar Bazaar, then Viceregal Lodge in the afternoon. Evening at the ice rink if a session is running.
- Day 3: Snow day. Kufri and Fagu, or the full run to Narkanda if there has been fresh snow there and the highway is open.
- Day 4: Chail or Mashobra, then down to Chandigarh. A quiet morning before the drive back.
Our Chandigarh Shimla tour (3N/4D) follows this route with hotels and a private car included. If you want to add Manali, the Shimla Manali package from Chandigarh (5N/6D) is the usual next step; read our Manali in December guide first, because the two towns behave differently in winter. Still choosing between them? Shimla vs Manali sets out the trade-offs.
Budget and booking: when to lock it in
December splits into two price seasons. Our Himachal packages are on off-season rates from 1 to 19 December. Departures from 20 December to 5 January carry a peak-season supplement of about 25%, and normal winter rates return from 6 January. Shimla hotels move the same way, often more sharply, and the good rooms near the Mall for New Year’s Eve go weeks ahead. For sample rates and the full range of trips, start with our Shimla tour packages from Delhi and Chandigarh.
- Want quiet, low prices and a winter feel? Travel 1–19 December.
- Must be there for Christmas or New Year’s Eve? Book hotels and transport by early November, and keep the snow day flexible.
- Want deep snow in town? Go in January or early February instead.
What to pack for Shimla in December
- Thermal innerwear, a padded jacket and a fleece. Sunny afternoons on the Mall can feel mild; evenings and Kufri do not.
- Woollen cap, gloves and thick socks. Mornings are the coldest part of the day.
- Shoes with real grip. Frost on the shaded lanes up to Jakhoo and around Lakkar Bazaar catches more people out than snow does.
- Sunglasses and sunscreen for a snow day at Kufri or Narkanda.
- Patience on 30–31 December. It is the busiest night of the year on the Ridge.
For travel agents: December groups to Shimla
For groups, the same rules apply at scale: the Mall and Ridge are closed to vehicles, coach parking is tight in the peak week, snow days must be movable, and New Year allotments near the Mall need confirming early. Our B2B guide to selling Himachal in winter covers rate seasons and rooming, and as a Himachal DMC we handle ground arrangements for agents across the state.
Shimla in December: frequently asked questions
What is the temperature in Shimla in December?
IMD’s 1991–2020 normals give Shimla an average December maximum of about 12°C and an average minimum of about 4°C. Nights below freezing happen in cold spells, especially late in the month, and the all-time record low is −12.2°C. Kufri and Narkanda are several degrees colder than town.
Does it snow in Shimla in December?
Occasionally. The long-term average is about 1.3 snow days and 7 cm of snow in December, compared with about 4 days and 42 cm in January. Shimla had no December snow from 2021 to 2023, snow on 8 and 23 December in 2024, and a dry run-up to Christmas in 2025. Kufri, Fagu and Narkanda are your best chance.
Is December a good time to visit Shimla?
Yes, if you want cold, clear weather, the Christmas lights and the Winter Carnival. The first three weeks are quiet and cheaper. From about 24 December to 1 January the town is at its busiest of the year. If guaranteed snow is the priority, choose January.
Which is better in December, Shimla or Manali?
Shimla is easier: closer to Chandigarh, milder at night and fine for elderly travellers. Manali is colder and has more reliable snow nearby at Solang and beyond the Atal Tunnel. For a Christmas or New Year snow trip in Manali, see our Christmas and New Year Manali packages.
Is the road from Shimla to Narkanda open in December?
Usually, yes. After heavy snowfall NH-5 can be blocked near Kufri and Narkanda for some hours or a day while it is cleared, and traffic is sent via the Sainj–Luhri road. Your driver should check the road the evening before.
How many days do I need for Shimla in December?
Three to four days from Chandigarh: one day for the town, one snow day at Kufri or Narkanda, and a day for Chail, Mashobra or rafting and the hot springs at Tattapani. Add a buffer day over Christmas and New Year.
