A Kashmir DMC is the ground-handling company that owns everything your client touches after they land in Srinagar — the hotel or houseboat contract, the airport transfer, the Srinagar-based vehicle, the local union taxis at Gulmarg and Pahalgam, the Gulmarg Gondola tickets, the guides, the permits, and the phone number that answers at 11pm when a road shuts. You sell the trip and hold the client. The DMC operates it on net B2B rates and never speaks to your client as a competitor. That is the whole arrangement, and in Kashmir it matters more than in almost any other Indian destination, because more of the ground is controlled by local bodies you cannot book online from Delhi or Ahmedabad.
This guide is written for travel agents and tour operators who are contracting Kashmir for the 2026-27 winter and the 2027 season. It covers what a Kashmir DMC actually does (if the term is new to you, start with what a DMC is in travel), how B2B net rates and GST work, what the market looks like right now, and the operational traps that break Kashmir itineraries every single season.
What a Kashmir DMC handles that you cannot handle remotely
If you are an agent in Mumbai, Surat, Hyderabad or Chandigarh, you can book a Srinagar hotel on an extranet and a flight on a GDS. What you cannot do from your desk is the rest of it:
- Local union transport. Kashmir runs on a district taxi-union system. A Srinagar-registered vehicle carries the guests to Gulmarg, Pahalgam or Sonamarg, but the last sightseeing legs — Aru, Betaab Valley and Chandanwari in Pahalgam, the Tangmarg-to-Gulmarg climb when the road is under snow, Thajiwas in Sonamarg — are handled by local union vehicles at that stand. A DMC pre-arranges these so your group is not negotiating at a taxi stand in the cold with eleven people watching.
- Gulmarg Gondola tickets. The Jammu & Kashmir Cable Car Corporation sells online through its official portal and publicly warns visitors not to buy from touts. In peak winter, Phase 1 and Phase 2 slots move fast, and Phase 2 to Apharwat runs only when snow and wind conditions allow. Someone on the ground has to watch the release, hold the slots and rebook when the upper phase is shut.
- Houseboats. Dal and Nigeen houseboats are family-owned, graded inconsistently, and not reliably represented on OTAs. Category matters enormously here and a photograph does not tell you which side of the lake it is moored on.
- Weather re-routing. When the Gulmarg road closes at Tangmarg or a Srinagar flight is cancelled in a whiteout, someone has to move the hotel night, refund the gondola, re-sequence the itinerary and tell your client something reassuring. That is ground handling, and it is the actual product you are buying.

The Kashmir market in 2026-27: what agents should actually know
Kashmir has had two very different years, and if you are pricing 2027 on 2025 assumptions you will be wrong in both directions.
According to J&K tourism department figures reported this year, Kashmir received 807,008 tourists between May and July 2026, against 176,751 in the same three months of 2025 — a 357% rise, as the market recovered from the April 2025 disruption. The picture earlier in the year was the opposite: January to April 2026 recorded 437,737 arrivals against 655,080 in 2025, a 33.2% fall, because bookings made before the recovery had already collapsed.
The commercial consequence for agents is the part nobody puts in a press release. Srinagar hotel occupancy has run near 90% this year while room rates have stayed below last year’s levels for the same period. Hoteliers are chasing volume, not rate. For a travel agent that is a buying opportunity: strong availability pressure, but soft contracting. It also means a DMC quoting you a suspiciously high net rate is not passing on the market, and you should ask why.
Access has genuinely improved
Two infrastructure changes have quietly altered what you can sell:
- The Katra–Srinagar Vande Bharat has been in commercial operation since June 2025, which gives you a rail leg into the Valley and makes a Vaishno Devi plus Kashmir combination sellable without a second flight.
- The Sonamarg (Z-Morh) tunnel, 6.5 km between Gagangir and Sonamarg, opened on 13 January 2025 and bypasses the avalanche-prone zig-zag road that used to shut Sonamarg for months. Sonamarg in winter is now a realistic day trip rather than a gamble — which is a new product most agents have not updated their brochures for.
How B2B net rates work with a Kashmir DMC
A DMC quotes you net — the cost of the ground, with no retail markup and no commission built in. You add your own margin and sell gross to the client. There is no commission cheque arriving later; your margin is the difference, and you control it. This is the opposite of the OTA affiliate model and it is why DMC business is more profitable per booking for an agent who can sell.

Insist that the union-taxi sectors and the gondola are shown as separate lines rather than folded into a single “all inclusive” figure. That is the single most common source of on-ground disputes in Kashmir, and it is entirely avoidable at quotation stage.
GST: get this right on the invoice
In India a tour operator selling a package can charge 5% GST without input tax credit, or 18% with ITC, under SAC 998552. Air-ticket booking commission is taxed at 18%, and rent-a-cab services at 5%. Which option your DMC uses changes your landed cost, so ask before you contract, not after the first invoice arrives. If you are a GST-registered agent buying on the 18%-with-ITC route, your effective cost may be lower than the 5% quote even though the headline number looks higher — run both.

Kashmir is not a one-season destination, and knowing what to push in which month is most of the job.

On skiing specifically: the Gulmarg Gondola formally opens to skiers from 1 January, but early-January coverage is not guaranteed and the season usually only sets up properly with the late-January storms. February holds the deepest snow. Sell January to sightseers and February to skiers, and you will have far fewer unhappy clients.
Series departures and group movement
If you run fixed departures or corporate groups, the constraint in Kashmir is rarely hotel rooms — it is vehicles and the union sectors. A 40-pax group becomes eight to ten vehicles at Pahalgam, because the Aru and Betaab circuit does not take large coaches. Block those sectors at the same time as the hotel, not a week before travel. For repeat series, a DMC can hold a standing vehicle allocation and a fixed per-pax net rate across the season, which is the only sane way to price a brochure months in advance.

What to ask before you appoint a Kashmir DMC
- Is your team actually in the Valley, or are you a Delhi consolidator reselling a Srinagar operator? Ask for the local office and the ground manager’s number.
- Do you own or contract your vehicles, and how do you handle the union sectors?
- What is the written weather-disruption policy — who pays for the extra night when the road shuts?
- Will you sign a non-solicitation undertaking so my client is not contacted directly afterwards?
- Can I see your houseboat and hotel categories with named properties, not “similar”?
- What is the payment schedule, and what is the cancellation grid in peak winter?
- Is GST charged at 5% without ITC or 18% with ITC, and is it shown separately?

DMC stands for Destination Management Company. It is a locally based operator that handles all ground arrangements in a destination — hotels, transport, guides, permits and activities — and sells those services on net rates to travel agents and tour operators rather than to the public.
What is the difference between a Kashmir DMC and a travel agent?
The travel agent owns the client relationship, markets the trip and takes the booking. The DMC owns the destination — it has the local contracts, staff and vehicles, and executes the trip on the ground. A DMC does not compete with its agents for the same customer.
Do DMCs give commission or net rates?
Net rates. You receive the ground cost with no markup built in and add your own margin on top. This gives you control over your selling price instead of waiting for a commission payout.
What is the minimum group size for B2B Kashmir rates?
There is usually no minimum. Serious Kashmir DMCs quote net from two passengers upward, with rates improving on FIT volume and series departures. If a supplier insists on a 10-pax minimum before they will quote, they are a wholesaler, not a DMC.
When should agents contract Kashmir for the winter season?
Gulmarg rooms for late January and February should be contracted by October. Srinagar has more depth and can usually be held later, but Chillai Kalan dates around New Year fill early every year.
Is Kashmir safe to sell to clients in 2026-27?
Arrivals in mid-2026 ran 357% above the same period in 2025 and Srinagar occupancy has been close to 90%, so the market has clearly returned. As with any destination, advise clients to follow current official travel advisories and keep the itinerary flexible around weather, which is the far more common cause of disruption.
Can a Kashmir DMC also handle Ladakh and Himachal?
Some can. It is worth asking, because a single operator across Kashmir, Ladakh and Himachal means one contract, one invoice and one escalation point on a multi-region itinerary.
