Which Himachal permits, taxes and road rules change a quote?
In short: five rules decide most Himachal quotes. The Rohtang Pass permit is capped at 1,200 tourist vehicles a day and the pass is closed to tourist traffic on Tuesdays. The Atal Tunnel route to Lahaul and Spiti needs no Rohtang permit. Only foreign nationals need an Inner Line Permit, for the Kinnaur–Spiti stretch between Jangi and Sumdo. Vehicles registered outside Himachal pay entry tax at the state border. Kunzum La, on the Manali–Kaza road, is open only for a few summer months.

When should a travel agent not sell a Himachal route?
- A Rohtang Pass day fixed on a Tuesday, or fixed at all before the permit is issued.
- A Manali–Kaza–Shimla Spiti loop for May or late-November dates, when Kunzum La is normally shut.
- Winter Spiti for clients who expect hotel-level heating, hot water and flexible timings.
- A foreign national’s Kinnaur–Spiti trip without time built in to apply for the Inner Line Permit in person.

How seasons work on these formats
- Peak dates: 15 March–30 June, all of October, and 20 December–5 January. Every other date is off-season, which is where your best margin sits.
- Snow is a chance, never a promise. We plan the snow day at Solang, the Atal Tunnel or Sissu with a fallback, and write that into the itinerary we send you. Our B2B winter guide has the full winter calendar.
- Christmas–New Year traffic is heavy: in December 2025 more than 33,500 out-of-state vehicles entered Manali between 1 and 27 December (details in our Manali in December guide), and Shimla expected up to about 20,000 vehicles a day between 28 and 31 December (Shimla in December guide).
