Short answer: if you are a travel agent selling Himachal this winter, sell the calendar, not the snow. Quote Shimla and Manali as the core, add a snow-point day that has a fallback, lock Christmas and New Year inventory before mid-November, and write a snow clause into every quote. The trips that go wrong between December and March almost never fail because of the hotel or the itinerary on paper. They fail on the ground: a road closed above Solang, a Tempo Traveller that cannot climb a frozen bend, a flight into Kullu that does not land, or a client who was promised snow that did not fall.
This guide is written for agents and tour operators who hand Himachal groups to a ground handler. It covers what to sell in each part of the 2026-27 winter, the operational realities that break winter trips, and exactly what your quote should say. Why winter 2026-27 needs a different quote
Winter is Himachal’s second high season, and it behaves differently from summer. In summer the constraint is traffic and hotel inventory. In winter the constraint is the road. The season has already started early at altitude: the first snowfall of the season reached Kinnaur and Spiti in late September 2026, weeks before most clients even think about winter.
Two recent incidents show the pattern agents need to plan around. On 23 December 2024, heavy snow trapped more than 1,000 vehicles between Solang Nala and the Atal Tunnel during the Christmas rush. On 17 March 2026, a late-season storm near the Atal Tunnel’s south portal stranded vehicles again; police allowed ordinary vehicles only up to Nehru Kund near Manali and permitted only 4×4 vehicles up to Solang Nala. Both happened in periods agents treat as “safe” to sell. Neither was a freak event. They are what Himachal winters do.
The winter selling calendar, window by window
Price and promise each window differently. This is the calendar we work to:

Which winter products actually work
Shimla and Manali, the core product
The classic Shimla-Manali circuit remains the easiest winter sale because both towns stay reachable all season and both have snow points within a short drive. Shimla with Kufri and Narkanda
When Shimla town is dry, Kufri and Narkanda are where snow tends to sit. For short trips from Delhi or Chandigarh, this is the lowest-risk way to show a family snow without committing them to the Manali side.
Manali with Solang, Sissu and Lahaul
Manali sells itself in winter, but the snow day is where plans break. Solang is the usual play area; Sissu and the Lahaul side through the Atal Tunnel are spectacular when the road is open and simply unavailable when it is not. Quote Sissu as “subject to road status on the day”, never as a fixed inclusion. Dharamshala and Dalhousie
The quiet winner for mixed groups. Dharamshala stays mild enough for elderly travellers while Dalhousie and the Dhauladhar ridgeline give the snow views. Fewer closures, fewer crowds, and a strong fit for school and senior groups.
Jibhi, Tirthan and the quieter valleys
For couples and repeat Himachal clients who want snow without the Solang crowd. Access roads are narrow, so these need small vehicles and experienced drivers rather than a coach.
Winter Spiti, for the right client only
Spiti in winter is reachable only from the Shimla side through Kinnaur; the Manali side over Kunzum La is closed. It is a serious high-altitude trip with sub-zero nights and basic heating. Sell it only to fit, experienced clients, and hand it to someone who runs it every year. We handle it as a Spiti DMC with named drivers and verified winter homestays.
Six ground realities that break winter trips
1. Road closures and 4×4-only stretches
After heavy snow, Manali police routinely stop ordinary vehicles short of Solang and allow only 4x4s beyond a point, as they did in March 2026. A group in a Tempo Traveller will then need local 4×4 taxis for the snow day. Put that as a separate line item in your quote so it is never a surprise charge on the ground.
2. Rohtang is not a winter product
Rohtang Pass closes to tourists over winter. Clients who have seen summer photos will still ask for it. The Atal Tunnel does not need a Rohtang permit, but it can close after snowfall too. 3. Daylight and driving hours
Winter days are short and roads refreeze by late afternoon. We plan hill driving to finish before dark and avoid early-morning starts on shaded stretches where black ice sits. An itinerary that looks fine on a map, such as a long Chandigarh-Manali transfer followed by an evening Solang visit, does not work in January.
4. Vehicles and registration
Himachal-registered vehicles are exempt from the state’s entry toll, while passenger vehicles up to 12 seats registered outside the state pay ₹100 per day under the 2026-27 toll rates. More important than the toll is local knowledge: drivers who carry chains, know which bends ice over, and know when to stop. Local taxi rules for snow points and passes change and are enforced at the barrier, so confirm in writing that your vehicle can do every sightseeing day. 5. Flights into the hills
Kullu-Manali, Shimla and Kangra airports are small and weather-sensitive. A winter itinerary that relies on a same-day flight connection is fragile. Route groups by road from Chandigarh or Delhi, or keep a full buffer day before any onward flight.
6. The “guaranteed snow” promise
No one can promise snow on a given date, and a client who was promised it will blame you, not the weather. Sell “snow season” and a plan to reach snow where it is lying. That wording protects your reviews.
What your winter quote should include
Send this checklist to your ground handler with every winter query, and make sure each point is answered in writing:
- A snow clause: what happens if a road is closed, who pays for a 4×4 changeover, and which day is the alternate.
- A flexible day in the middle of the trip, not at the end.
- Heating: confirm room heaters are included or quoted separately. Many hotels charge them per night.
- Peak-week conditions: minimum stays and compulsory Christmas or New Year gala dinners, listed per hotel.
- Cancellation terms per hotel, since peak-week terms are usually stricter than the rest of the season.
- Vehicle details: type, registration state, whether chains are carried, and the driver’s hill experience.
- Named on-ground contact reachable at night, not just an office number.
For the Christmas and New Year week, send confirmed dates and rooming lists as early as you can. Our working rule is that peak-week inventory should be locked by mid-November; after that, the better hotels in Manali and Shimla are largely committed.
Why a local DMC matters more in winter than in summer
In summer, a trip booked through an aggregator mostly works because the roads work. In winter, the trip depends on decisions made at six in the morning: whether to leave Manali for Sissu, whether to swap the Solang day, whether to move a group before a forecast storm. Those calls need someone on the ground with their own vehicles and drivers, not a call centre in another city. What is the best month to sell a Himachal snow trip?
January and February have the strongest snow odds, but also the most disruption. Mid-November to mid-December is the better-value window with fewer crowds and some chance of early snow at Solang and higher.
Can I include Rohtang Pass in a December or January package?
No. Rohtang closes to tourists in winter. Sell Solang, and Sissu through the Atal Tunnel subject to road status, instead.
Do tourists need a permit to go through the Atal Tunnel?
No Rohtang permit is needed for the Atal Tunnel. In winter the practical question is not the permit but whether police have opened the road beyond Solang that day.
Can a Tempo Traveller group reach the snow points in winter?
Often, on clear days. After fresh snow, police may allow only 4×4 vehicles beyond a certain point, so quote a local 4×4 changeover as an optional line item.
When should agents confirm Christmas and New Year bookings?
