Short answer: the right travel agency for a Manali trip is one you can verify before you pay. It should give you a company name that matches its invoice, its GST number and the bank account you pay into; name the actual hotels in writing rather than “or similar”; tell you which vehicle and driver will do the hill driving; explain how Rohtang permits and snow-point days really work; and ask only a reasonable advance, with the balance closer to travel. If an agency cannot do those five things, keep looking. It does not matter how good the price is or how polished the Instagram page looks.

Why choosing a Manali agency needs more care than most trips
Manali is one of the most searched hill stations in India, and money follows the searches. Many websites selling Manali packages are run from other states, and some carry no registration or proper contact details. In 2024 the Manali Hoteliers’ Association warned its members about fake hotel websites. These copies of real hotel sites took advance payments for rooms the actual hotel never knew about, so tourists arrived to find no booking in their name. Nationally, the Indian Cyber Crime Coordination Centre (I4C) issued an alert in April 2025 about fake travel websites, social media pages and paid search ads targeting tourists and pilgrims.
Most Manali agencies are honest, but the weak spots are real: peak weeks sell out, snow is unpredictable, and much of the ground work (taxis, permits, snow gear) is handled locally rather than by whoever sold you the package.
The 9 checks before you pay any Manali travel agency
1. The company name matches everywhere
The name on the website, the WhatsApp business profile, the quote, the invoice and the bank account you are paying into should all be the same entity. A quote from “XYZ Holidays” with payment requested to an individual’s UPI ID is a classic fraud pattern. A real company can give you a current account in its own name.
2. It has a GST number you can check
Tour packages sold by a tour operator carry GST, and a registered business shows its GSTIN on the quote or invoice. You can type any GSTIN into the “Search Taxpayer” tool on the official GST portal (gst.gov.in). It shows the legal name, the state and whether the registration is active. If the legal name there is completely different from the brand you are dealing with, ask why.
3. It is registered to operate in Himachal, or works with someone who is
Under Section 26 of the Himachal Pradesh Tourism Development and Registration Act, 2002, nobody may carry on the business of a travel agent in the state unless registered under that Act. Section 46 makes operating without registration punishable with a fine or up to six months’ imprisonment. Registration is done through the state’s Department of Tourism and Civil Aviation, which inspects the business before issuing a registration certificate.
A good agency in Delhi or Mumbai may not hold Himachal registration itself and will usually work through a Himachal-based ground operator. That is normal (we explain the model in what a DMC is and how agents choose one). Simply ask: “Who handles my trip on the ground in Manali, and are they registered?” A good agency answers straight away.
4. Hotels are named, not “or similar”
“Deluxe hotel in Manali or similar” can mean a well-run property on the Old Manali side or a basic room above a shop on the Chandigarh-Manali highway. Ask for the hotel names, the room category and the meal plan (CP means breakfast only; MAP means breakfast and dinner). Then check them yourself on the hotel’s own Google listing, not through a link the agent sends. Once the booking is made, ask for the hotel’s confirmation. It is perfectly reasonable to call the hotel’s front desk, on the number from its own listing, and confirm a reservation exists under your name for your dates.
5. The vehicle and driver are specific
Delhi to Manali is an overnight drive. Ask what vehicle is quoted (Dzire, Innova Crysta, Tempo Traveller) and whether it is a commercial tourist vehicle with a yellow plate. Ask whether the same car stays for local sightseeing, and whether Himachal entry tax, tolls, parking and driver allowance are included. 6. It explains Rohtang, Atal Tunnel and snow days honestly
This is where the most money gets wasted. Rohtang Pass permits are issued per vehicle, online, in limited daily numbers, and the pass closes for winter once heavy snow sets in. Local taxi-union rules also decide which vehicles can do certain snow-point runs. Nobody can “guarantee” Rohtang or “guarantee snow”. An honest agency tells you what happens if the permit or the weather does not work out. What is the fallback (Solang, Sissu via the Atal Tunnel, or Kothi)? Is the extra union taxi or snow gear included, or payable on the spot? If you want activities at Solang, get the activity list and what it covers from the agency in writing. 7. The price makes sense for the season
Manali has sharp seasons. The weeks around Christmas and New Year, and the May-June school holidays, cost far more than October or February, and good hotels sell out weeks in advance. A peak-week quote that is much cheaper than every other quote is not a bargain. Usually it means an unnamed hotel, a vehicle swap, or activities left out that you will pay for on arrival. 8. The advance is reasonable and the cancellation terms are written
Agencies need an advance because hotels ask them for deposits. But pressure to pay the full amount immediately “because only one room is left” is a warning sign. Pay a part to confirm, and get a written receipt and a written cancellation policy. The policy should say what you lose if you cancel at 30 days, 15 days or 7 days, and what happens if a landslide or road closure cuts the trip short. In the hills, roads do close.
9. You found them, not the other way round
The I4C alert named sponsored ads and social media posts as a route for fake travel sites. Before paying an agency you only know from an ad or an unsolicited WhatsApp link, check for a physical office address, a Google Business listing with real review history, and a phone line that is answered.

Local Manali agency, big-city agent or online portal: which is better?
- A Himachal-based operator controls the ground: vehicles, drivers, hotel relationships and the phone call at 7am when a road closes. This is the best choice for family trips, snow-season trips and anything with more than one hill station, because problems get fixed locally rather than relayed through three people.
- A travel agent in your own city is convenient if you already trust them. They will often book the Manali portion through a Himachal ground operator. This is fine, but ask who that operator is.
- Online portals are good for hotel-only bookings you manage yourself. They are weakest when the plan changes mid-trip in the mountains, because the portal is not there on the ground.

What a good Manali quote actually looks like
A proper quote is dull to read. It should include:
- A day-by-day plan with realistic drive times.
- Hotel names, room categories and meal plans for every night.
- The vehicle model, with pick-up and drop points (Delhi, Chandigarh, Bhuntar airport or the Manali bus stand).
- A clear inclusions list and a clear exclusions list: snow gear, union taxis, activity tickets, Rohtang permit fee, monument entry, lunches.
- The total price, the GST shown separately, the advance amount, the balance due date and the cancellation terms.

Booking for Christmas, New Year or the first snow? Start now
Searches for Manali travel agencies roughly double between October and December, and the best-run hotels and reliable drivers go first. For 20 December to early January, get named-hotel quotes in October and confirm by mid-November. Late holiday-week bookings are where “or similar” hotels and vehicle swaps happen most.

If you have paid a website or an agent and the booking turns out to be fake, act fast. Call the national cybercrime helpline 1930 and file a complaint at cybercrime.gov.in, the reporting channels named in the I4C alert. Speed matters for freezing the receiving account. Keep screenshots of the website, the chat, the payment receipt and the account details you paid into.

Is it cheaper to book Manali hotels directly instead of through an agency?
For hotels alone, sometimes. An agency earns its fee on what is hard to arrange yourself in peak season: hill drivers, permits, detours around closed roads, and one number to call when plans change. For a couple driving their own car off-season, booking directly is often fine.
How much advance should I pay a Manali travel agency?
There is no legal fixed percentage. A part payment to confirm hotels is normal. The rest is usually paid closer to departure. Avoid paying 100% far in advance to an agency you have not verified, and always get a receipt and written cancellation terms.
How can I check that my Manali hotel booking is real?
Find the hotel’s phone number yourself, from its own Google listing or official website rather than from a link or number the seller sent. Call the front desk with your name and dates. A genuine booking will be on their system.
Can a travel agency guarantee snow or Rohtang Pass in Manali?
No. Rohtang permits are limited and issued online per vehicle, the pass closes for winter, and snowfall varies from year to year. An agency that “guarantees” either is overselling. Ask for the fallback plan instead.
