Short answer: Goa in December is the best weather of the year: dry, sunny days of about 33°C, nights near 21°C and almost no rain (IMD-based normals for Panaji give 2.5 mm for the whole month). The sea is calm, shacks and water sports are running, and Christmas and New Year make it the busiest, priciest fortnight of the season. Go in the first half of the month for value; book 20 December–2 January early.

Is December a good time to visit Goa?

Yes, for weather it is the best month. The south-west monsoon is long gone by December, the north-east monsoon barely touches the Konkan coast, and the sky stays clear. The Panaji climate table (1991–2020 normals) shows a mean daily maximum of 33.1°C, a mean minimum of 20.9°C, 2.5 mm of rain and just 0.2 rainy days in December. Humidity is lower than in October and November, so afternoons feel easier than the number suggests.

The trade-off is crowds and cost. December is peak season, and the last ten days of the month are the busiest of the whole Goa year. On New Year’s Eve 2025, All India Radio reported hotels and cottages “fully booked” in several coastal areas of North and South Goa, with police nakabandis at more than 100 locations. If you want December weather without that pressure, travel in the first two weeks.

What is the weather like in Goa in December?

Warm days, pleasant nights, almost no rain. Here is how December compares with the months on either side, using the Panaji normals quoted above.

Month Day (mean max) Night (mean min) Rain Crowds and prices
November 33.5°C 22.7°C 21 mm, ~1.5 days Season opening; good value, IFFI in Panjim late Nov
1–18 December 33.1°C 20.9°C 2.5 mm (month) Busy but bookable; best December value
20 Dec–2 Jan 33°C 21°C Dry Peak: highest hotel rates, minimum-night rules, traffic
January 32.5°C 20.0°C 1 mm Quieter after the first week; coolest nights

The sea is generally calm and clear in December, which is why parasailing, jet-skis, kayaking and boat trips to Grand Island run at full swing. Swim only at beaches with lifeguard towers and red-flag markers, and stay between the flags.

What is happening in Goa in December 2026?

Most of the month’s character comes from Goa’s Catholic calendar, the arts season in Panjim and the holiday rush at the end.

  • Feast of St Francis Xavier, Thursday 3 December: the main feast of Old Goa, with Masses at the Basilica of Bom Jesus from early morning and a large fair outside. Expect heavy traffic on the Panjim–Old Goa road that day.
  • Serendipity Arts Festival, 13–20 December 2026: the 11th edition, in Panjim (dates announced in May 2026). Music, theatre, food and visual arts across venues along the Mandovi; most events are free with registration.
  • Goa Liberation Day, Saturday 19 December: a state holiday marking the end of Portuguese rule in 1961. Government offices shut; tourist sites mostly stay open.
  • Christmas, Friday 25 December: midnight Mass on the 24th at the Immaculate Conception Church in Panjim and parish churches across Salcete; villages put up stars and cribs. Christmas falling on a Friday makes 25–27 December a long weekend, so expect a jump in drive-in traffic from Maharashtra and Karnataka.
  • New Year’s Eve, Thursday 31 December: beach clubs, shacks and casinos run ticketed parties; Calangute, Baga, Anjuna and Vagator are the busiest. New Year’s Day is a Friday, so 1–3 January is another long weekend.

About Sunburn: many people still plan a December Goa trip around it, but the festival has left Goa. Sunburn 2026 is scheduled for 18–19 December at Mahalaxmi Racecourse in Mumbai (Esquire India, updated 9 September 2026; EDM House Network, 19 October 2026). If Sunburn is your reason to travel, book Mumbai, not Goa.

What are the new Goa beach rules for tourists?

On 1 August 2026 Goa’s Director of Tourism, Kedar Naik, issued a notification banning a list of activities at tourist places and beaches, effective immediately (The Goan, 1 August 2026; Business Today, 3 August 2026). Violators face a fine of ₹5,000 that can go up to ₹1 lakh, plus possible prosecution under Section 223 of the Bharatiya Nyaya Sanhita. The points that matter for a December holiday:

  • No unlicensed beach parties or events. If a “beach party” ticket is sold by someone on the street, skip it; book through the venue itself.
  • No driving cars or bikes on the sand.
  • No cooking, littering or dumping waste on beaches or by the roadside. Carry bottles back.
  • Buy water-sports and cruise tickets only from registered counters, and do not hire unregistered guides or touts.
  • Drinking in public places outside licensed premises has long been finable in Goa; drink at shacks and bars, not on the open sand.

Police patrol beaches more heavily in the last week of December, so these rules are enforced most strictly exactly when visitor numbers peak.

North Goa or South Goa in December?

You want Stay in Why
Parties, New Year, nightlife Calangute–Baga, Anjuna, Vagator Clubs, shacks and NYE events are concentrated here
Couples, quieter beaches Morjim, Ashwem, Mandrem; or Palolem, Agonda Wide beaches, fewer day-trippers, good sunsets
Families with children Candolim, Benaulim, Colva–Varca resorts Gentler beaches, resort pools, easy drives to Old Goa
Christmas, churches, culture Panjim (Fontainhas) and Salcete villages Midnight Mass, Serendipity venues, heritage walks

For a first trip in December, split your nights: three in the north and two in the south works well and keeps driving short. Our 7-day North and South Goa package follows exactly that pattern.

Which airport should you fly into?

Goa has two airports. Manohar International (GOX) at Mopa in Pernem taluka opened for flights on 5 January 2023 and is closer to the North Goa beaches. Dabolim (GOI) near Vasco is closer to Panjim’s south bank and to South Goa. Pick the flight that lands nearer your hotel; a wrong-airport choice can add 1.5–2 hours of driving in December traffic. Fares for 20 December–2 January rise sharply as the dates fill, so book flights before hotels if you are fixed on Christmas or New Year.

A 5-day Goa plan for December

  1. Day 1: arrive, check in north (Candolim to Vagator belt), sunset at Fort Aguada, dinner at a shack.
  2. Day 2: North Goa beaches and Chapora Fort in the morning; afternoon water sports at a registered counter; Anjuna or Vagator in the evening.
  3. Day 3: Old Goa churches (Basilica of Bom Jesus, Se Cathedral), Fontainhas Latin Quarter walk, Mandovi sunset cruise from Panjim. In mid-December add a Serendipity evening.
  4. Day 4: move south via a spice plantation in Ponda; check in near Colva, Benaulim or Palolem.
  5. Day 5: Cabo de Rama or a Palolem boat ride, then depart from Dabolim.

Couples can use the 4N/5D Goa couple package; families usually prefer the Goa family package with a private car and more resort time. For a broader comparison of December destinations, from Goa sun to Himalayan snow, see our best places to visit in December in India.

How much does Goa cost in December, and how early should you book?

Costs depend almost entirely on dates. The first half of December prices like the early season; from about 20 December, hotels move to peak tariffs and many add minimum stays of three or more nights over New Year. Practical rules from planning Goa trips every winter:

  • For 20 December–2 January: lock hotels and flights by October or early November. By mid-December, the good-value beach properties are usually gone.
  • For 1–18 December: two to four weeks ahead is usually enough.
  • Transport: a private car with driver avoids the worst of parking and taxi-fare disputes in the Calangute–Baga belt, especially on 24–25 and 31 December.
  • New Year party tickets: buy from the venue or a known ticketing platform, never from beach touts (unlicensed events are now finable).

What to pack for Goa in December

  • Light cotton and linen, swimwear, a cover-up for church visits (shoulders and knees covered inside churches).
  • One light jacket or shawl for late evenings by the sea and air-conditioned clubs.
  • SPF 50 sunscreen, sunglasses, a cap: the UV is strong even when it feels mild.
  • Sandals plus one pair of closed shoes for clubs that have a dress code on New Year’s Eve.
  • Photo ID for every adult: hotels, clubs and casinos check it.

Frequently asked questions

Is Goa crowded in December?

Yes, especially from about 20 December to 2 January, when Goa sees its biggest rush of the year and hotels in North and South Goa’s coastal belts are often fully booked. The first two weeks of December are busy but noticeably calmer, with the same dry, sunny weather and better availability. If crowds bother you, base yourself in Mandrem, Agonda or Benaulim rather than Baga.

Does it rain in Goa in December?

Hardly ever. The Panaji normals show 2.5 mm of rain for the whole month and about 0.2 rainy days, so most Decembers are completely dry. Skies are clear, humidity is lower than in October, and the sea is generally calm. A rare late-season disturbance can bring a cloudy day, but you do not need to plan around rain.

Is Sunburn Festival in Goa in December 2026?

No. Sunburn 2026 is scheduled for 18–19 December at Mahalaxmi Racecourse in Mumbai, according to Esquire India (updated 9 September 2026) and EDM House Network (19 October 2026). The festival was held in Goa for many years but has moved. Goa still has plenty of New Year and December parties at licensed clubs and beach venues.

Is December or January better for Goa?

Both have near-identical weather; January nights are a little cooler (mean minimum about 20°C). December has the festive atmosphere, Christmas and New Year, but also the highest prices in its last ten days. The second and third weeks of January are often the best value of the whole winter, once the New Year crowd has left.

What is the water temperature for swimming in December?

Comfortable. The Arabian Sea off Goa stays warm through winter, and December’s calm conditions make it one of the better months for swimming and water sports. Swim only at beaches with lifeguard towers, stay between the flags and never swim after drinking or after dark.

Are there new fines for tourists in Goa?

Yes. A Tourism Department notification of 1 August 2026 bans unlicensed beach parties, driving on beaches, unauthorised deck beds and stalls, dumping waste, and obstructing lifeguards or cleaning vehicles. Fines start at ₹5,000 and can go up to ₹1 lakh, with possible prosecution under Section 223 of the Bharatiya Nyaya Sanhita. Rules can change, so follow local signage.
