UPI and Money in India for Tourists
Pay like a local.
A plain-English guide for visitors from the US, UK, Europe, Australia and Canada who have heard that “everyone in India pays by QR code”: what UPI One World is, who can use it and where it is offered, what still works (cards, cash, ATMs), and the rules on bringing money in. Written by a travel company in Himachal that sells no wallets, cards or currency.
- UPI One World NPCI wallet for visitors
- No Indian bank account needed (NPCI)
- Cash still needed in the hills
- Checked 4 Nov 2026
Can foreigners use UPI in India?
Partly. NPCI’s UPI One World wallet lets foreign visitors pay shops by scanning UPI QR codes without an Indian bank account or Indian mobile number. It is loaded from your international card and issued at select points such as Delhi airport — NPCI’s latest release calls it a pilot, so check NPCI before you rely on it. Keep a card and some cash as your main plan.

Before you read: what this page is
This page is general information, checked 4 Nov 2026 — not financial advice. We don’t sell wallets, cards or currency and we don’t recommend any issuer or app. Rules and limits for visitors are set by the RBI and NPCI and can change — check the official pages before you travel.
Four ways to pay in India
Most trips use a mix of these. Which one you lean on depends on where you go: big cities and airports, or small towns and mountain roads.
| Option | How it works | Good to know |
|---|---|---|
| UPI One World wallet | A prepaid UPI wallet for foreign visitors, loaded from your international debit or credit card; you pay by scanning a shop’s UPI QR code | No Indian bank account or Indian mobile number needed (NPCI); offered at select points such as Delhi airport — check NPCI before you rely on it |
| Your international card | Debit or credit card from home | Useful in cities, hotels and larger shops; ask your bank about foreign-use fees before you go |
| Cash in rupees | Withdraw or exchange rupees in India (UK Foreign Office) | Still needed for small vendors, small towns and mountain roads; there are restrictions on bringing rupees into India |
| Foreign currency notes | Bring notes from home and exchange them in India | No limit on the amount, but declare on arrival above the RBI thresholds (see below) |
UPI is India’s instant-payment system run by NPCI. Regular UPI apps are linked to an Indian bank account; for visitors without one, UPI One World is the route NPCI has opened.
UPI One World: what it is and where you get it
UPI One World is a wallet from NPCI, the body that runs UPI, issued through authorised PPI (prepaid payment instrument) issuers.
What it does
NPCI says the wallet lets foreign visitors pay merchants by scanning UPI QR codes “without an Indian mobile number or bank account”.
Where it is offered
NPCI’s release of 16 Feb 2026 says it is issued “through authorised PPI issuers at New Delhi International Airport”. The same release calls it a pilot for international delegates from 40+ countries, with “some countries excluded as per regulatory guidance” — so it is offered at select points, not at every airport. Check NPCI before you travel.
How it is loaded
With your international debit or credit card. NPCI sets a per-load and a monthly limit — check NPCI for the current figures.
Money left over
NPCI: “Any unused balance can be transferred back to the original payment source as per foreign exchange regulations.”
How the sign-up works
These are the steps NPCI lists for the wallet. The issuer checks your passport and visa, as RBI rules for these wallets require.
- Mobile number, name and emailEnter your details in the issuer’s app or at the counter.
- Passport and visaUpload your passport and your Indian visa or e-Visa. Apply for the visa yourself at the official site indianvisaonline.gov.in; beware look-alike sites that charge extra. We are not a visa agency.
- SelfieTake a selfie so the issuer can match you to your passport.
- Set a UPI PINChoose the PIN you will type to approve each payment. Never share it.
- Load and payLoad the wallet from your international card, then scan a shop’s UPI QR code to pay.
A phone with data helps for any payment app — see our SIM card and eSIM guide for how visitors get connected.
"UPI with an international number" is for NRIs, not tourists
You may read that UPI now works with foreign mobile numbers. The Government of India (PIB, 31 Jul 2023) explains that this facility is for NRIs — people with Indian NRE or NRO bank accounts — using international mobile numbers from 10 countries, including the USA, UK, Canada and Australia. It is not a route for tourists without an Indian bank account.
The same release describes the first step for visitors: since February 2023 (an RBI circular of 10 Feb 2023), UPI was opened to travellers from G-20 countries at select international airports — Bengaluru, Mumbai and New Delhi — for merchant payments. UPI One World grew out of that.
Cash, rupees and the currency declaration
Foreign currency: no limit
The RBI says a visitor “can bring with him foreign exchange without any limit”.
Declare above the thresholds
Fill in a Currency Declaration Form on arrival if your foreign currency notes are worth more than 5,000 US dollars, or your total foreign exchange (notes plus travellers’ cheques) more than 10,000 US dollars (RBI; UK Foreign Office).
Rupees: a small, capped amount
“There are restrictions on bringing Indian rupees into India” (UK Foreign Office). Non-residents may bring only a small amount of rupee notes, and only when arriving through an airport — see the RBI’s FAQ for the limit.
Get rupees in India
The UK Foreign Office says you can bring cash, travellers’ cheques or a bank card and “exchange or withdraw rupees in India”.
Cards in the city, cash in the hills — and scams to know
You will see UPI QR codes at many shops in the cities. Small towns, tea stalls and mountain roads can be a different story.
Carry some cash
Don’t count on paying everything by QR code or card. Carry some cash for small towns, small vendors and mountain roads such as Spiti, Kinnaur and Ladakh.
Have a back-up
Take two cards from different banks if you can, and keep one apart from the other, so a blocked or lost card doesn’t stop your trip.
Watch for scams
The UK Foreign Office: “Cybercrime, internet scamming, card skimming and confidence scams are common.” Cover the keypad, keep your card in sight and never share your UPI PIN or a one-time password. India’s cybercrime and scam helpline is 1930.

Questions travellers ask
Can foreigners use UPI in India?
Yes, through NPCI’s UPI One World wallet, which lets foreign visitors pay by scanning UPI QR codes without an Indian bank account or Indian mobile number. NPCI’s latest release (16 Feb 2026) describes it as a pilot at Delhi airport, so check NPCI before you rely on it.
What is UPI One World and where do I get it?
It is a prepaid UPI wallet for foreign visitors from NPCI, issued through authorised PPI issuers at New Delhi International Airport (NPCI, 16 Feb 2026). It is offered at select points, not at every airport.
Do I need an Indian phone number or bank account for UPI One World?
No bank account: NPCI says the wallet works “without an Indian mobile number or bank account”. You still give a mobile number, name and email at sign-up, upload your passport and visa, take a selfie and set a UPI PIN.
How much can I load on UPI One World?
NPCI sets a per-load and a monthly limit for the wallet, loaded from your international debit or credit card. Limits can change — check NPCI for the current figures before you travel.
What happens to my unused UPI One World balance?
NPCI says any unused balance can be transferred back to the original payment source as per foreign exchange regulations.
Are cards accepted in India?
International cards are useful in cities, hotels and larger shops, and you can withdraw rupees in India (UK Foreign Office). Carry some cash for small vendors, small towns and mountain roads, and ask your bank about foreign-use fees.
How much cash can I bring into India?
Foreign currency has no limit, but declare on arrival if notes are worth more than 5,000 US dollars or total foreign exchange more than 10,000 US dollars (RBI). Indian rupees are restricted to a small, capped amount — see the RBI’s FAQ.
